    So…….arguing that it was other, local networking sites, instead of ‘Twitter’, that played a larger role……that’s somehow a dispute that technology has created a circumstance that makes despotic rule more difficult……..yeah……..strawman, much?

    I think you are right to question the use of technology as automatically democratic. In part, Rwanda’s genocide was so effective because the government-backed genocidaires has detailed lists of Tutsis generated from official data banks — census, schools rolls, national IDs, etc. Weren’t the Nazis uterly efficient with their use of state of the art transportation coordination and even the gas used in the death camps? The hands of the user, not the technology itself, determine what the outcome is…
